摘要：

本次講座特邀生態環境部首席法律顧問、中國環境法研究會副會長別濤博士，立足其在環境法治領域的豐富經驗，從政策制定者、學者與實踐者的多維視角，系統解析中國環境法治的核心議題。講座將結合當前中國的生態環境質量現狀，梳理環境法律法規的立法突破，探討環境執法中創新機制的實踐成效，並展望「雙碳」目標下法治化治理的轉型路徑。

講者：

別濤，北京大學環境法學博士，曾任環保部法規司司長，現任生態環境部首席法律顧問、中國環境法研究會副會長。別濤博士先後參與《環境保護法》等主要環境法律，《排污許可管理條例》等環境行政法規，《生態環境行政處罰辦法》等環境部門規章的制定和修訂工作。此外，別博士亦於《中國法學》《中國法律（香港）》等，發表多篇論文，並主持編輯《中國環境保護法規全書》《國際環境條約文集》等工具書，編著有《環境公益訴訟》等專著。
