內容提要：
本次講座將探討不同國家針對以ChatGPT為代表的生成式人工智能所採取的監管舉措。 近日，中國國家互聯網信息辦公室發佈了《生成式人工智能服務管理辦法（徵求意見稿）》，美國商務部也就相關人工智能監管問題正式對外公開徵求意見。 與此同時，歐盟正在不斷推進AI法案的完善與落實，並在歐洲數據保護委員會下成立了ChatGPT特別工作組。 本次講座旨在運用一個連貫協調的評估框架，以審視這些立法與行政發展的有效性與局限性。
Abstract:
During this talk, we will explore the current initiatives aimed at regulating generative AI technologies such as ChatGPT across various jurisdictions. The Cyberspace Administration of China is soliciting public feedback on regulations tailored to generative AI, while similar conversations are taking place in the United States. The European Union is making progress on the AI Act and has established a specialized GPT task force under the European Data Protection Board. This presentation will assess the effectiveness and shortcomings of these legislative and administrative developments within a cohesive and harmonized framework.

朱悅，對外經濟貿易大學數字經濟與法律創新研究中心研究員。 研究領域為隱私和數據保護，以及新興技術的監管。 曾就職於中國一家領先的國際平台企業，擁有數據隱私與人工智能合規方面的實踐經驗。 最近的研究主要涉及隱私增強技術的法律技術分析，數字水印和數據保護，數字權利的無障礙保護，人工智能倫理的歷史，以及歐盟數字立法。 他於北京大學獲得經濟學學士學位，於聖路易斯華盛頓大學獲得法學博士（Juris Doctor）學位。
Speaker:
Yue Zhu is a research fellow at the Digital Economy and Legal Innovation Center at the University of International Business and Economics. His research focuses on privacy and data protection, as well as the regulation of emerging technologies. Mr. Zhu previously worked for a leading international platform in China, where he gained practical experience in data privacy and AI compliance. Mr. Zhu’s recent research covers the legal-technical analysis of privacy-enhancing technologies, digital watermarking and data protection, accessible protection of digital rights, the history of AI ethics, and EU digital legislation. He holds a bachelor’s degree in economics from Peking University and a Juris Doctor from Washington University in St. Louis.

Difan Zou is an Assistant Professor in the Department of Computer Science at the University of Hong Kong. Dr. Zhou’s research focuses on advancing the theoretical and empirical understanding of deep learning algorithms, with expertise in machine learning, stochastic optimization, and graph learning. Dr. Zou holds a Ph.D. in Computer Science from the University of California, Los Angeles (UCLA), and has a diverse educational background in electrical engineering and applied physics.
