Legal aid is a cornerstone of the rule of law in Hong Kong. This lecture will provide an overview of the historical development of legal aid in Hong Kong, including topics such as the objectives of the legal aid schemes, access to justice, the means and merits and reasonableness tests, and case monitoring and case management.
About the speaker:
Mr. Thomas Kwong graduated from Macquarie University in New South Wales, Australia with Bachelor of Arts (Political Science) and Bachelor of Laws. He was admitted as solicitor of the Supreme Court of New South Wales (1986), solicitor of the Supreme of England and Wales (1994), and solicitor of the High Court of Hong Kong (1994).
He joined the Legal Aid Department in 1987 as Legal Aid Counsel and was appointed as Director of Legal Aid and Official Solicitor from 2 September 2013 to 14 March 2022 during which he served as ex officio member of the Legal Aid Services Council. Mr. Kwong was most recently the Deputy Registrar of the High Court. He served in numerous Committees and Meetings.
