Regulatory Innovation Along the Frontier: New Tools to Tackle Modern Global Problems
Date: November 10, 2026 (Tuesday)
Time: 1pm-2pm
Venue: Academic Conference Room, 11/F Cheng Yu Tung Tower, The University of Hong Kong
Speaker: Daniel B. Rodriguez (Harold Washington Professor of Law, Northwestern University Pritzker School of Law)
Emerging social and economic problems require innovative and sometimes novel regulatory strategies. Because of the rapid pace of technological change, it becomes especially difficult for even well-intentioned governmental officials to use existing techniques and to develop new techniques that are best suited to these “frontier” issues. In this talk, I will discuss how we can and should create adaptive and coherent regulatory techniques, through existing and new institutions and legal rules, in order to respond more effectively to fast-moving problems, including generative AI, public health emergencies, and human-caused climate change.
Daniel Rodriguez is a professor at Northwestern University Pritzker School of Law (USA) where he holds the Harold Washington Chair in Law. He served as dean of Northwestern’s Law School and previously was a professor with tenure at the University of Texas, the University of San Diego, and the University of California, Berkeley. Professor Rodriguez is a Fellow of the American Academy of Arts & Sciences, and a Life Member of the American Law Institute, where he serves on the Council. He has served on many boards, including as chair of projects and initiatives in the space of legal innovation and technology, including the American Bar Association’s Center on Innovation and the Commission on the Future of Legal Services, and recently on the California Task Force on Artificial Intelligence & Legal Ethics. Professor Rodriguez is the author of three books, the most recent being a book on regulatory innovation. He has lectured on legal topics within his area of interest and expertise (public law, constitutional law, regulation, and the law-technology interface) at universities around the world, including in Asia, Europe, Latin America, and the Middle East.
Chair: Ryan Whalen, Associate Professor & Director of the Centre for Interdisciplinary Legal Studies, The University of Hong Kong Faculty of Law
