Biography

Ms. Law was the Chief Executive Officer of the Asia Securities Industry & Financial Markets Association (ASIFMA) before she retired at the end of 2023.  During her time at ASIFMA, she also assumed the role of Managing Director sitting on the Board of ASIFMA.  Ms. Law also sat on the Board of the Global Financial Market Association (GFMA) which board membership comprises global heads of capital markets from leading international banks and broker-dealers. 

1998-2021 Ms. Law has served in the public sector for over 23 years and held various senior positions in the Mandatory Provident Fund Schemes Authority (MPFA) and the Securities and Futures Commission (SFC) in the Hong Kong SAR.  She also sat on a number of boards in the public sector. 

Between 2012 and 2021, Ms. Law was appointed to the Board of MPFA as an Executive Director and subsequently the Managing Director.  During her tenure as the Deputy Chair and Managing Director of the Mandatory Provident Fund Schemes Authority (MPFA) from 2018 to 2021, Ms. Law spearheaded the commencement of the eMPF Project, a HK$5 billion dollar digital transformation programme funded by the Government of Hong Kong.  

Ms. Law started her career as a financial regulator when she joined the SFC in 1998, thereafter spending 14 years working in various divisions including corporate finance, listing policies, licensing, investment products and China Policy. Ms. Law initiated high level dialogues with Mainland Chinese regulators to explore cross border cooperation relating to RMB internationalization, RQFII and widened market access under the CEPA (Closer Economic Partnership Arrangement) framework.  Ms. Law also worked on secondment at other regulatory bodies such as ASIC in Australia and CSRC in Mainland China.  Various SFC codes and guidelines were issued under her leadership including the Code on REITs, Code on Unlisted Structured Products, ETF Guidelines and revisions of the Code of Conduct relating to IPO sponsors, analysts etc.

Other Appointments and Awards

Ms.  Law has been a Council member of the World Economic Forum since 2014.  She was the Co-chair of Global Future Council on Responsive Financial Systems of the World Economic Forum between 2020-2022 (June), the focus of which is on digital led economic recovery, Green Finance and climate change issues.  She is the first Hong Kong Chinese to assume this leadership role.

Ms. Law received numerous accolades for her contribution to the financial services and regulatory sectors.  She was honoured in 2018 as a Senior Fellow of the Hong Kong Securities and Investments Institute (HKSI) and was appointed to the Board of Hong Kong Securities Institute as INED for 5 years.  Ms. Law received the Iconic Star Award for Fintech Development in Hong Kong in 2021 in recognition of her initiation the eMPF Platform Project for the MPF system. 

Ms. Law is a lawyer by training and was admitted as a solicitor in Hong Kong and in England and Wales.   She obtained her Master of Laws degree from the University College of London and her LLB(Hons) and PCLL from the University of Hong Kong.
