Biography

Patricia Ho is a Principal Lecturer at the Faculty of Law, The University of Hong Kong, specialising in public law, administrative law, labour/forced migration, and human trafficking. Her academic and practical work intersect in the fields of socio-legal research, public interest litigation, and clinical legal education. As the Director for the Public Interest Clinic, she guides students through experiential learning in strategic legal research and direct client advocacy, with a particular focus on forced displacement matters.

Prior to and alongside her academic appointments, Patricia is the Founder of Patricia Ho & Associates and the non-profit Hong Kong Dignity Institute. Through the Institute, she established a novel interdisciplinary socio-legal practice model in Hong Kong, integrating legal representation with multi-disciplinary casework to address transnational exploitation and human trafficking. She has instructed in multiple landmark judicial reviews before the Hong Kong courts, including ZN v Secretary for Justice [2020] HKCFA 53.

In the realm of public policy, Patricia co-drafted and presented the proposed Crimes (Amendment) (Modern Slavery) Bill 2019, introduced into the Legislative Council. She is a frequent contributor to international and regional dialogues on forced displacement and human rights, having served as a Guest Professor and Keynote Speaker at the National Autonomous University of Mexico (UNAM) and various United Nations committees in Geneva. In 2020, she was globally recognized with the Trafficking in Persons Hero Award.
