Biography

Professor Alexa Lam is Professor of Legal practice at the Faculty of Law, University of Hong Kong (HKU). Having joined HKU in May 2015, she teaches two new LLB courses in securities law and regulation, and global financial reforms.

Prior to this, Professor Lam was the Deputy CEO of the Hong Kong Securities and Futures Commission (SFC) and Executive Director, Investment Products, International & China, until February 2015. She promoted actively financial co-operation between the Mainland and Hong Kong on capital market opening, new reform policies and cross border market innovations, including the Renminbi Qualified Foreign Institutional Investors (RQFII) and Mutual Recognition of Funds programmes. She is one of the principal architects of the development of Hong Kong’s offshore RMB business and RMB investment products.

At the SFC, Professor Lam also played a significant role in international regulatory initiatives. She co-chaired, with the Director of Banking Supervision and Regulation of the US Federal Reserve Board, the Working Group on Margining Requirements of the Basel Committee on Banking Supervision and the International Organization of Securities Commissions.

In 2015, Professor Lam spent three weeks as the Inaugural Distinguished Visitor at the Lieberthal-Rogel Center for Chinese Studies at the University of Michigan. She continues to speak at international forums around the world on financial market policy and regulatory issues.

Qualified as a lawyer in Hong Kong, New York and the UK, Professor Lam has 20 years of experience in corporate and commercial law practice in Hong Kong, Chicago and New York, and 16 years of securities regulatory experience.
