Roundtable on the Future Development of Constitutional Law in Hong Kong

Sir Anthony Mason NPJ was a member of the Hong Kong Court of Final Appeal (CFA) for 18 years from 1997 to 2015. His contribution to the development of constitutional law in Hong Kong was substantial and incomparable. Since his retirement in 2015, there have only been a small number of constitutional law cases decided by the CFA. With the recent announcement of changes in the composition of CFA judges, including the appointment of the former Chief Justice of Canada, Justice Beverley McLachlin, and the current President of the United Kingdom Supreme Court (UKSC), Lady Hale, it is a timely moment to reflect upon the future development of constitutional law in Hong Kong. Justice McLachlin is the first Canadian judge to be appointed to the CFA; Lady Hale is the third President of the UKSC to be appointed. They will be the first female judges to join the Court. The Roundtable’s distinguished invited speaker is Professor Hamish Stewart of the Faculty of Law, University of Toronto. Other participants include public law scholars and legal practitioners in Hong Kong. 

Professor Hamish Stewart joined the University of Toronto’s Faculty of Law in 1993 and is now Professor of Law. Before attending law school, he studied economics (B.A., University of Toronto, 1983; Ph.D., Harvard University, 1989) and taught for a year in the economics department at Williams College. He received an LL.B. degree from the University of Toronto in 1992, clerked at the Ontario Court of Appeal in 1992-93, and was called to the Ontario Bar in 1998. Professor Stewart teaches criminal law and the law of evidence, and has published numerous papers in these areas as well as papers on legal theory, the law of contract, and economic methodology. His most recent book is Fundamental Justice (Toronto: IrwinLaw, 2012), a treatise on s. 7 of the Canadian Charter of Rights and Freedoms.
